What standard rent means
Sections 15 and 16 of the Premises Rent Control Act 1991 let the Rent Controller fix a standard rent on application. The annual standard rent is 15% of the premises' market value, and it can be re-fixed every two years. Charging above standard rent can be fined under section 23. In practice few rents are formally fixed; the figure is still a useful reference in a dispute.
